Phase 32 parts 4e-4f — Charm resolve milestones and Echo's ouroboros retarget
What changed
Charm gets a two-stage SWAY arc — swayResolveMilestoneThresholds computes Wavering (45%) and Faltering (80%) as fractions of the enemy's live capitulate threshold, not fixed numbers, so the waypoints track a shrinking or growing resolve pool correctly. Each fires at most once per combat via latching booleans (a live denominator can't be re-derived from a before/after comparison the way other themes' ledgers can); Wavering pays a RAPPORT stack, Faltering a small unscaled SWAY bonus. Echo's Ouroboros (replay_last) now only updates its retarget on a PAID spell that actually landed or deepened a status — a fizzle, a ledger-only burst, or a dieless no-op no longer steals the echo away from the last spell that did something real.
Why it changed
closes out Phase 32's per-theme CONFIRMED items across all ten themes — Echo had no CONFIRMED-M item, so its best CONFIRMED-S item (the retarget fix) stood in, same cut every other part took. Only Part 1b (cross-run Souls persistence, deliberately never bundled into any prior part) is left before the phase's [ ] flips to [x].
